mysterious huge lays in late games?

Anyone has any idea about the huge lays seen in late soccer games? I often saw this in goals market. Laying with huge amounts at seemingly unfair prices (often 20 ticks higher than what the price was) in games of very low liquidity. As a result, this often would hold the price movement for a few minutes. Any idea who is doing this and why?
