        • For all of you who are wondering whats happening with the Interactive Gambling Act in respect of in-play betting in Australia then here is some not so good news.

          The horse racing industry has called for a complete ban on in-play betting — both telephone and online — warning that live wagering fosters corruption and will hurt the sport’s share of the gambling dollar.



          Racing Australia chief executive Peter McGauran, in an *interview with The Australian, *likened in-play betting to “mindless” poker machine gambling and said it should be banned for all sports, including horse *racing.

          “We feel so strongly about the threat that in-play betting poses to integrity that we believe that the loophole in the Interactive Gambling Act that allows in-play betting on races should be closed,’’ he said.

          His comments come as Assistant Minister to the Prime Minister Alan Tudge prepares the government’s response to the review into online gambling legislation headed by former NSW premier Barry O’Farrell.

          While the 2001 act banned live sports betting except via telephone, it allowed bookies to offer it on horse races, despite fears punters and jockeys could collude to fix or throw races.

          At last year’s Melbourne Cup carnival, bookmaker William Hill heavily promoted live betting on races. William Hill, Ladbrokes and Bet365 are also offering online live betting on sports through a system they say complies with the act, apparently by emulating a telephone call using a voice-over-internet protocol or similar technology.

          The Racing Australia submission to the O’Farrell review takes aim at these companies’ betting systems, urging the government to “eliminate loopholes currently being exploited by certain Australian-based operators to circumvent the existing prohibition”. William Hill insists its system is legal. The other two British *operators have never commented publicly on these matters.

          In-play bets available to punters include betting on games, sets and the final score in tennis, as well as the final tally of aces. In various football codes, basketball, ice hockey and other team sports, punters can bet on the result, total scores, handicaps and other markets. For horse races, punters are usually betting simply for the win. Offshore bookmakers offer similar in-play bet types to Australian-licensed operators, although for some events local firms offer a broader range of bets.

          With some bookies, betting is possible throughout the race, *although others shut it down 30 seconds after the start.

          Mr McGauran said while *illegal online betting posed arguably the biggest threat to racing in its history, revenue losses to racing in the event of in-play betting being fully sanctioned would be steep due to intense competition for the limited gambling dollar.

          “It’s an integrity and an economic issue,’’ he said. “There would be significant migration of revenue from traditional racing wag*ering to sports betting to in-play, which is mindless repetitions in front of a big screen that for many is reminiscent of poker machines.

          “Apart from the clear and immediate threat to integrity from illegal online bookmaking, the revenue loss over time will significantly damage one of Australia’s leading industries and its 200,000 employees.”

          Mr McGauran, a former federal agriculture minister who oversaw the government’s response to the equine influenza outbreak in 2007, has headed Racing Australia since 2012. He said Australia was strongly supporting the Asian Racing Federation’s recent cross-jurisdictional effort to pressure governments to disrupt the activities of unlicensed offshore bookmakers.

          Along with its lobbying on in-play, Racing Australia wants to see Australia block access to offshore bookmaking sites and for banks to be banned from pro*cessing deposits into the accounts of unlicensed foreign bookmakers. This last measure, opposed by financial institutions, has operated successfully in Britain, the US, France and Denmark, the Racing Australia submission says.

          Racing Australia also wants to criminalise the act of betting with an offshore betting company, which would expose ordinary punters to potential Australian Federal Police prosecution.

          Mr McGauran said the AFP needed a separate sports corruption unit to police federal laws on gambling, match fixing and other areas of sport.

          • Guys ...here is another article courtesy of the Roar newsletter.
            It raises some serious questions about racing administration in Victoria (and to some extent Australia).
            Racing Authorities here rely heavily on punters for their primary source of income.....yet they refuse to admonish Corporates for banning winning punters and to introduce minimum bet limits.
            Me thinks we live in a crazy world.!!

            Racing Victoria can’t afford to bite the hand that feeds
            Racing Victoria chairman David Moodie needs to remember where the money comes from - the punter.

            It was good to hear in-depth from Racing Victoria chairman David Moodie on RSN radio last week.
            Moodie covered many racing issues during his chat with Michael Felgate, and well he might – he’s chairman of Racing Victoria, Racing.com, the Australian Pattern Committee, Super VOBIS, a director of Racing Australia, and a longtime successful breeder and owner.
            An influential bloke then.
            It was interesting to hear Moodie’s thinking on a number of hot-button issues facing racing, particularly due to his dual roles with Racing Victoria and the oft-forgotten Racing Australia. As might be expected of a man with so much on his plate, Moodie seems the type to get on with things.
            While many bemoan the lack of a true, powerful national body to run racing, that frustration needs be tempered for now with a dose of reality: racing in Australia is state-based, it always has been, and undoing that is a convoluted political process that if ever properly tackled, will take years to carry out.
            It’s in this sense that Racing Victoria under Moodie’s stewardship has been most impressive. Quite simply, they get on with it. They give it a go. They get shit done.
            The swift introduction of Racing.com has been a stunning achievement. The key to successful sports broadcasting in Australia remains free-to-air TV. That racing has established its own dedicated free-to-air channel – mirrored online – is a feat that should be the envy of racing and indeed all other sports across the country. The coverage is professional and stunningly accessible, and Moodie rightly speaks with pride about it and the further improvements planned.
            Going with Sky/Tabcorp, as Racing NSW did with its own rights, would in a practical sense have been the easier option. Instead Racing Victoria took a punt on the possibility of something better, and have emerged with a stunning success. This willingness to innovate – to give it a go – is an admirable one.
            Likewise with the controversial 30-minute breaks experiment. Racing Victoria’s approach – to just get on with it – was disruptive to the national scene and upset some. It may have seemed arrogant, but in hindsight it’s difficult to describe it as anything other than successful. A week or two of pain has led swiftly to a national plan and long-term trial. It perhaps wasn’t the most polite way to go about things, but it was demonstrably effective.
            So while there’s much to be pleased about, unfortunately Racing Victoria still lag terribly on one important issue: wagering.
            Felgate addressed the growing issue of punters being unable to bet on races due to restrictions or bans placed on them by bookmakers, and unfortunately Moodie’s response offered very little in the way of comfort for the future.
            In what must place him in a tiny group in racing circles, Moodie revealed that he doesn’t bet himself, because “racing horses is the biggest bet of them all”.
            While that may be the case for him personally, it certainly isn’t for the body he oversees.
            Consider the figures: in 2015, Racing Victoria reported total revenue of $361.2 million. Of that, $340.4 million – 94 per cent – came from wagering.
            So let’s be very clear, punters are racing’s most critical resource. Not by the length of the Flemington straight, but rather by a couple of laps of the course proper and then the five-kilometre walk to Moonee Valley. They’re out of sight.
            Racing ceases to exist without the punt. Everything else in the industry stops.
            On the subject of minimum bet rules, Moodie says that “there’s legal issues… and all sorts of issues, let alone corporate and management matters”. Exactly what those issues are isn’t really apparent, especially given the rules have been successfully implemented in NSW.
            Furthermore, Moodie says that the wholesale banning and restriction of punters are “commercial matters that exist between a corporate bookmaker and his client that have to get dealt with at that level”.
            Frankly, that’s a cop-out, and one that displays a poor attitude toward the contribution of punters to the sport.
            Not only does Racing Victoria license bookmakers to bet on racing through its Race Fields Policy – which is what allows bookmakers to take punters’ money and pass a percentage of it on – but in terms of these ‘commercial matters’, no party has more skin in the game than racing itself.
            Punters and bookmakers alike have other options. Sports betting is on the rise and will expand exponentially with online in-play wagering.
            Racing doesn’t. It lives and dies on punters betting on it.
            Moodie spoke of a review into product fees for bookmakers which Racing Victoria is currently undertaking. The timing then is salient. Racing needs to look after those that allow it to exist, not wash its hands of their concerns

                        Thanks Kikos for your response. This is a controversial puzzle as the answer is not 50/50 even though basic logic would seem to strongly suggest this to be the case.
                        Understanding odds and in particular market percentages quickly, are important factors in being a successful punter on Betfair and/or with Corporate Bookmakers.

                        • Morning all. For some reason I find it hard to like Melbourne racing on Saturdays when the racing heads to the "bush". Perhaps its because the standard of racing is not to the same level as city racing. In any case my level of investments drops by about 75% as I simply dont have the level of confidence in these secondary meetings. Sad really as racing needs every dollar it can get through turnover as it struggles to fight off the competition from sports betting.

                              • Its another one of those funny days of racing where the focus is hard to find. Racing in Sydney has gone from a glut of Group racing down to some pretty ordinary races, Melbourne has just one Listed race and you need to whiz over to Adelaide to find a couple of listed races and a Group 3 race.
                                Racing in Brisbane has been shunted off to the Sunshine Coast where there are some four Listed races.
                                Lets hope despite the lack of quality today that we can find a winner or three.
