Arbitrage Tote betting

Anyone ever tried to do arbitrage with with the tote markets for racing? I noticed sometimes for American and Australian Horse racing tote prices can be higher than Exchange prices, but also the indicators for what the tote prices will end up are often not very accurate and change a lot.
Anyone think arbitrage with tote markets could work in general or tried before, any advice on how to get up to date information on amount of money bet on different runners on the tote pools?
